Citizens may address the Council or an Advisory board on any subject, however, the Texas Open Meetings Act prevents boards from discussing issues for which the public has not been given seventy-two (72) hours of notice. A Request to be Placed on the Agenda (RPA) may be completed by any citizen who wishes to address theCity Council, Winnsboro Economic Development Corporation (WEDC), or Planning and Zoning Commission. Anyone who wishes to request a fee waiver must complete an (RPA - Fee Waiver) form. Forms must be submitted to the City Secretary by noon on Monday, 8 days prior to the meeting.
