Water Service

To Apply For New Water Service

Complete the New Service Application below and return with all required documentation to City Hall, during regular business hours. New Service Deposit and Administrative Fee is Required at time of Application. 

To Disconnect Service

Complete the Service Disconnection Form and return with a valid photo ID to City Hall or submit by email to: ub@winnsborotexas.com.

Disconnection of Service will not occur without proper identification and completed form are received.

Utility Emergencies

Please call City Hall at 903-342-3654, during regular business hours. 

After hours and weekends - Please call the Police Department at 903-342-3620.

Maintenance Issues

Potholes, brush, etc., please call City Hall during regular business hours.

Green Waste Site is  CURRENTLY CLOSED.

Please use the "99 Acres" dumpsite.

Head south on S Walnut street to County Road 4608 (Airport Rd.)

Turn left to head east on CR 4608

Signs/markings will indicate dump area.

  • Bagged leaves must be emptied onto the pile. Do not leave bags.
  • Leaves and brush only, no construction trash.

 Tree cutters and lawn services shall not bring brush from the County into the Green waste disposal.

In-person at 501 S Main Street, during regular business hours or through the drive-up drop-box on the exterior south side of the building.
